Tight forekin

My foreskin can be retracted when flaccid and erect but does hurt pulling foreskin back when erect. i have betamethasone 0.1%. but the thing i'm bothered about is i have had a little ripping in the past about 5 little rips around edge of foreskin about 2mm in length these have healed but will they stop the foreskin being able to strectch. if i do pull foreskin back and forward about 6 times it goes very red at the tip to mid glans. Thanks for any help.
