FB or phimosis?

Ok, here's my problem. When not erect, I have no problem retracting my foreskin all the way back. When erect, I can only get it to just past the glans.
I'm not sure if its phimosis or frenulum breve. Reading stuff on these pages leads me to believe it may be a not-to-severe frenulum breve. What should I
do? Is there any way to stretch the frenulum? I would prefer not to see a doctor if at all possible, and I'm no way getting circumcised. Thanks!
