Phimosis and treatements

Hi,
I'm a 16 years old boy, affected by phimosis.
My foreskin never retract, even when my penis is not erected.
I don't know really what to do, and I heard about different kinds of trearements, like using the wheat germ oil to elastcize the skin, but I really don't know what to do.
